Tesla’s push to bring Full Self-Driving to Europe is running into a familiar but important obstacle: regulators are not just asking whether the system can drive safely — they are asking whether it will obey the law exactly.
According to reports cited by Teslarati, European officials are scrutinizing how Tesla’s Full Self-Driving system handles speed limits, particularly in situations where the software may drive above the posted limit. That is a sensitive issue in Europe, where automated-driving approvals are generally more prescriptive than in the United States and where regulators are less likely to accept “human-like” behavior if it conflicts with traffic rules.
In the U.S., Tesla’s FSD Supervised system is designed to manage real-world driving with the human driver still responsible for monitoring the road. It can navigate city streets, make turns, handle lane changes, respond to traffic lights, and adapt to surrounding traffic. But the European regulatory environment is different. Even if the driver remains responsible, regulators may still require automated systems to operate within stricter boundaries before wider deployment.
The speed-limit concern highlights one of the biggest challenges Tesla faces outside North America: FSD is not simply a software product that can be copied and pasted into every market. Driving culture, road design, signage, liability rules, and regulatory expectations vary widely. The speed-limit pushback does not mean FSD is blocked permanently in Europe. It does show that Tesla may have to localize the system more aggressively than many bulls expected.
