France has sent a clear message on Tesla’s Full Self-Driving ambitions in Europe: the technology is not ready for broad approval without changes.

The concern is not that Tesla’s driver-assistance software is being ignored by regulators. It is the opposite. European authorities are now taking FSD seriously enough to evaluate how it behaves against local safety rules, road design, and legal expectations. In France’s view, Tesla’s current system does not yet meet the safety threshold needed for deployment as-is.

This matters because Tesla has been openly preparing for a wider rollout of Full Self-Driving in Europe, where approval is more complicated than in the United States. In the U.S., Tesla can release supervised FSD to owners while keeping legal responsibility with the driver. Europe takes a more structured approach. For now, France’s stance is a reminder that autonomy is not a single breakthrough moment. It is a sequence of technical, legal, and public-trust hurdles. Tesla may still be ahead in real-world AI driving data, but in Europe, data alone will not be enough. The company has to prove the system can operate within a stricter safety framework — and that could define the pace of FSD monetization in one of Tesla’s most important markets.
